The element (10) has a main surface attached as a support surface (16) to sections of a rail web (36). An opening (24) in a front surface is provided for positive engagement of an elastic fixing element i.e. foot clamp (40), for fixing the element against the web. A widened region of the element is provided in a region of the front surface and is arranged in a lower region of the front surface in an installed position of the element. Two recesses (28) are provided at a region of the widened region and sectionally lift a rail flange (38) for attaching a rail fastener. The profiled element is used with a layer of fabric with warp wires and weft wires made of plastic, ceramics or natural fiber.
