PURPOSE: An apparatus for discharging overlying water is provided to prevent the damage of supplying pipes by easily moving the supplying pipes according to the flow of stored water. CONSTITUTION: An apparatus for discharging overlying water includes a discharging pipe(3), a supplying pipe(10), a rotating part(20), and a floating part. The discharging pipe discharges stored water from the lower side of a reservoir to the outside. The supplying pipe is in connection with the discharging outlet of the discharging pipe. The rotating part rotates the supplying pipe. The floating part is combined with one end of the supplying pipe.
