PURPOSE: A moving picture compression apparatus is provided to improve the compression efficiency using a low performance moving picture compression apparatus. CONSTITUTION: A difference image analysis unit(111) determines the number of image frames for combining the difference images. A movement vector analysis unit(112) determines image frame order by grasping the tendency of the motion vector of the inputted video frame. A mega frame generation unit(113) generates a mega frame by combining image frames by the image frame order and number information. A mega frame compression unit(114) generates compressed mega frame data by considering the mega frame as one static image.
