PROBLEM TO BE SOLVED: To more accurately determine the state of a stick-slip in response to the state of control. SOLUTION: A diagnosis operation controller 107 compares the magnitude of change in control command value for controlling the dislocation of a valve stem with a reference value set in advance, and stops malfunction determination operation in a diagnostic part 100 when the magnitude of change per unit time in the control command value exceeds the reference value. When the magnitude of change per unit time in the control command value exceeds the reference value, even normal operation is determined in some cases as being the same as the case wherein a stick-slip occurs. In contrast, incorrect stick-slip determination is prevented, since the diagnosis operation controller 107 stops the operation of the diagnostic part 100, if the magnitude of change per unit time in the control command value exceeds the reference value.
