PROBLEM TO BE SOLVED: To widen a temperature range in which winding of a recording material around a fixing belt can be prevented, by improving flexibility of the fixing belt, in a fixing belt type fixing device. SOLUTION: The fixing belt 71 comprising a base material layer 84, an elastic layer 83 and a mold releasing layer 82 is manufactured by steps of: arranging concentrically the cylindrical base material layer 84 having a smaller outer diameter than an inner diameter of the mold releasing layer 82, inside the mold releasing layer 82 comprising a fluororesin tube whose thermal contraction coefficient is not higher than 5.5%; and injecting silicone rubber between the mold releasing layer 82 and the base material layer 84, and forming the elastic layer 83 by curing the silicone rubber by heating.
