PROBLEM TO BE SOLVED: To efficiently perform preheating in a cabin while restraining overcharge of a capacitor by using an external power source and an air conditioner including a heat pump unit and an electric heater unit. SOLUTION: When an operation condition of the electric heater unit is not realized since the outside air temperature Toa exceeds the heat source switching temperature Tref when performing pre-air-conditioning, use permission electric power Wac allowed to consume electric power by the air conditioner, is set to the sum total of an electric power command value Wchg, target discharge electric power Wtag and a value W1 being a first variation width allowed to discharge from a battery (S120 and S190). When the operation condition of the heater unit is realized since the outside air temperature Toa is the heat source switching temperature Tref or less, the use permission electric power Wac is set to the sum total of the electric power command value Wchg, the target discharge electric power Wtag and a value W2 as a second variation width larger than the value W1 (S130 and S190).
