<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus and image processing method capable of determining a size suitable for compression coding of image. <P>SOLUTION: An image processing apparatus 1 includes an extraction unit 2, a determination unit 3 and a processing unit 4. On the assumption that (a), (b), (c), (d), (e) and (f) are integers and conditions of a<c<e and b<d<f are established, the extraction unit 2 extracts edge information based on pixels of a source picture. In the case where the edge information extracted by the extraction unit 2 meets a first condition, the determination unit 3 determines (e)×(f) pixels as a unit size of processing. In the case where the edge information extracted by the extraction unit 2 meets a second condition, the determination unit 3 determines (a)×(b) pixels as a unit size of processing. In the case where the edge information extracted by the extraction unit 2 meets neither the first condition nor the second condition, the determination unit 3 determines (c)×(d) pixels as a unit size of processing. The processing unit 4 performs image processing according to the unit size of processing determined by the determination unit 3.
