PROBLEM TO BE SOLVED: To provide a digital broadcasting receiving device for deciding a selectable broadcasting channel quickly even if moving to a place that has not been visited in the past, and to provide a digital broadcasting system and a digital broadcasting method. SOLUTION: Video or audio data is extracted from a transport stream to decode the extracted data. From the transport stream transmitted through a channel under channel selection, service area information is extracted which includes position information and information on reception quality of a channel of other affiliated stations at a position indicated by the position information. The service area information to be extracted by a decoding section is stored. A deterioration in reception quality of a channel to be selected by a channel selection section is detected. When the deterioration in the reception quality of the channel to be selected by the channel selection section is detected, a channel of a receivable affiliated station at a current position is selected based on the service area information, and control is performed so that the selected channel is under channel selection.
