An inner temperature judging portion (306) stores, in a memory (106b), the correspondence relationship between an inner resistance (R') and a surface temperature (T1) of an assembled battery (101), which is detected under the condition that the difference between the surface temperature (T1) and an inner temperature (T3) of the assembled battery (101) ranges within a predetermined value, and judges whether or not the inner temperature (T3) of the assembled battery (101), which is estimated by an inner temperature estimation portion (301), is normal. The inner temperature judging portion (306) detects an inner resistance (R) using an inner resistance calculation portion (303) when the inner temperature (T3) is estimated by the inner temperature estimation portion (301), and retrieves the inner resistance (R') corresponding to the surface temperature (T1) identical to the estimated inner temperature value (T3) among the inner resistances (R') stored in the memory (106b) and, thus, judges the estimated inner temperature value (T3) on the basis of the comparison of the searched inner resistance (R') with the inner resistance (R) detected when the inner temperature is estimated.
