A method of making armor including forming a plurality of fiber filled conduits, arranging a first group of the plurality of fiber filled conduits in a first layer having a first orientation, and arranging a second group of the plurality of fiber filled conduits in a second layer. The second orientation is different from the first orientation. A method of making a fiber filled conduit including forming a bundle of fibers and pulling the bundle of fibers through a hollow conduit such that the pulled bundle of fibers substantially fills the interior of the hollow conduit.
