PROBLEM TO BE SOLVED: To provide a rinse agent composition for steel strip which is capable of improving degreasing property and smudging resistance even in use of water from which calcium and magnesium are not removed by suppressing the remaining/accumulation of stain components in a cleaning stage in the production process for the steel strip of a cold rolled steel sheet or the like. SOLUTION: The rinse agent composition for steel strip is obtained by a method having a process of mixing (a) an anionic water-soluble polymer and/or phosphorus compound, (b) an alkali metal salt and/or amine salt of at least one compound selected from aldonic acids, aminocarboxylic acids and oxycarboxylic acids and (c) water containing calcium and magnesium, wherein total of the content of the (a) component and the (b) component is 0.001-0.1 wt.%, the ratio ((a)/(b)) of the (a) component to the (b) component is 0.6-5 and the total content of calcium and magnesium is 20-150 ppm.
