PROBLEM TO BE SOLVED: To provide: a paper conveying device capable of achieving miniaturization of the device; a double-side image forming apparatus; a control method of the paper conveying device; and a control program of the paper conveying device. SOLUTION: The paper conveying device 2 includes conveying passages 43 and 44 disposed in parallel to each other, connection passages 41 and 42, and switching levers 21 and 24. The connection passage 41 connects an outlet of an image forming apparatus body 1 and the conveying passages 43 and 44 together. The connection passage 42 connects an inlet of the image forming apparatus body 1 and the conveying passages 43 and 44 together. The switching lever 21 is disposed in the connection part between the connection passage 41 and the conveying passages 43 and 44 and guides a paper sheet to the conveying passage 43. The switching lever 24 is disposed in the connection part between the connection passage 42 and the conveying passages 43 and 44 and guides the paper sheet to the connection passage 42 or the conveying passage 44.
