PROBLEM TO BE SOLVED: To provide a transmitter and a transmission method in which, even in the case where frequency selectivity is strong, a propagation path between the transmitter and a receiver can be accurately estimated. SOLUTION: A transmitter includes a subcarrier allocation unit in which, when giving such a phase rotation as to reduce frequency fluctuation for each subcarrier, a common pilot channel is disposed and when giving such a phase rotation as to enlarge frequency fluctuation for each subcarrier, a common pilot channel and an individual pilot channel are disposed.
