PROBLEM TO BE SOLVED: To provide a film exposed to a high-temperature oxidizing environment and suitable for a protective oxide forming coating film on a surface of a niobium-based base material including a monolithic niobium-based alloy. SOLUTION: The coating film 20 contains aluminum, and further, it may contain silicon, and adequately contains niobium, titanium, hafnium, and/or chromium, and one or more intermetallic compound phase in which oxide scales 26 slowly grow is formed of the composition consisting of these elements. In the illustrated embodiment, the intermetallic compound phase consists of M(Al, Si)<SB>3</SB>, M<SB>5</SB>(Al, Si)<SB>3</SB>, and/or M<SB>3</SB>Si<SB>5</SB>Al<SB>2</SB>, where M denotes niobium, titanium, hafnium, and/or chromium.
