PROBLEM TO BE SOLVED: To provide a sheet-like composite magnetic material having large imaginary part permeability μ", which enables effective noise countermeasures to be taken, even if it is thinner and lighter than a conventional material. SOLUTION: The composite magnetic material 1 is formed of soft magnetic powders 11 consisting of powdery magnetic materials and a binder 12. The soft magnetic powder 11 includes 90% or more flat particles whose maximum length D is 60 μm or more, and whose thickness t is 1-10 μm, and a powder specific surface area obtained by BET method is 0.55 m<SP>2</SP>/g or below, and a ratio of a specific gravity of the composite magnetic material to that of the soft magnetic material is 0.52 or more.
