PROBLEM TO BE SOLVED: To provide a bag manufacturing and filling apparatus capable of improving production efficiency by decreasing a loss time related to a falling distance when a measured article to be filled is fed into a chute member and made to fall down and filled into a packaging material positioned below the chute member. SOLUTION: The packaging material S is transferred into a cylindrical shape along the outer face of a cylindrical feeding chute 7, and an overlapped part is sealed by a vertical sealing means 11, and a horizontal sealing part on the lower side is formed by a horizontal sealing means below the lower side opening 7c of the feeding chute 7. At this time point, the article to be filled having been already metered by a metering apparatus 5 is fed into the feeding chute 7 and is stored in the lower end part by a chute opening/closing means 17. When a horizontal sealing part on the lower side is formed, the chute opening/closing means 17 is operated and the lower side opening 7c of the feeding chute 7 is opened, and the article to be filled is made to fall down and is filled.
