PROBLEM TO BE SOLVED: To provide a cutter for a hoop material capable of reducing the number of component items and attaining smooth sliding of a ram and attaining highly accurate machining. SOLUTION: In the cutter for a hoop material, a spacer section 1a for retaining a space, in which the ram 3 can be slid between a base frame 1 and a sub-frame 2, is integrally cast at a base frame 1 side, a moving blade 8 is fixed on an end face of the ram 3 at an inlet 7 side of the hoop material 6 with an embedded bolt 11, and a fixed blade 10 is embedded and fixed on an opening end of the base frame 1 at an outlet 9 side of the hoop material 6 with a bolt 12.
