PROBLEM TO BE SOLVED: To obtain an arrival direction estimator capable of enhancing the angular resolution in the direction of arrival. SOLUTION: The arrival direction estimator which is a base station constituting a radio communication system, together with a terminal capable of transmitting signals of a plurality of frequencies includes an array antenna 4 constituted, by arranging antennas at gaps not longer than half the wavelength of the lowest among the plurality of frequencies, and receives the signals of the plurality of frequencies transmitted from the terminal; an evaluation-value calculating section 6 for calculating an evaluation function for each frequency, based on the signals received by the array antenna 4; and an arrival-direction determining section 7 for estimating the direction of arrival of the signals, based on the evaluation function of the frequency of the half wavelength which is longer than the antenna gap and the evaluation function of frequency which is shorter than the antenna gap.
