Provided is a transparent conductor film with barrier properties, a manufacturing method thereof, an organic EL element, and an organic solar cell, characterized in that the transparent conductor film with barrier properties has at least a transparent barrier layer and a transparent conductor layer laminated on a mold-release type base material, and in addition has at least one transparent resin layer in between the transparent barrier layer and the transparent conductive layer, and that the aforementioned transparent conductor layer contains at least a network structure of fine metal wires.
