PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having excellent adhesiveness between structural layers, in particular, between an intermediate layer and a charge generating layer, having both of excellent image characteristics and electric characteristics, and causing extremely few image defects, and to provide an image forming apparatus having the photoreceptor. SOLUTION: The electrophotographic photoreceptor includes an intermediate layer and a laminate photosensitive layer having a charge generating layer containing a charge generating substance and a charge transporting layer containing a charge transporting substance, layered in this order, on a conductive support. The intermediate layer is formed through the thermosetting process of a coating liquid for an intermediate layer, the liquid containing a block isocyanate compound, a polyol resin precursor having an active hydrogen-containing group reactive with an isocyanate group in the block isocyanate compound, and an aqueous medium. The charge generating layer is formed through applying and drying steps of a coating liquid for a charge generating layer, the liquid containing a polyol resin as a binder resin, a charge generating substance, and an organic solvent.
