A switching method, device and system are disclosed in the embodiments of the present invention which refer to a field of mobile communication technology. The switching method provided by the embodiments of the present invention includes: when a user equipment is in the connection holding state after switching from a first network to a second network, via an interface between a source base station subsystem (BSS) and a target base station subsystem (BSS) in the second network, receiving a switching request sent by the source base station subsystem; switching the user equipment according to the switching request. With the present invention, re-switching flow can be optimized and re-switching time can be shortened.
