PROBLEM TO BE SOLVED: To provide an air-conditioning control system capable of efficiently cooling an indoor space, an air-conditioning control method and an air-conditioning control program. SOLUTION: Air cooled by ground temperature is circulated in the indoor space by delivering indoor air to an exhaust pipe with a predetermined exhaust pressure, sucking the air discharged from the exhaust pipe with a predetermined suction pressure via an underground path formed in the ground by the air discharged from the exhaust pipe into the ground and delivering the sucked air into the indoor space.
