PROBLEM TO BE SOLVED: To provide a heat medium heating device reduced in weight of the device and enhanced in assemblability, and to provide an air conditioner for a vehicle. SOLUTION: The heat medium heating device includes: a heat exchanging part 50 with a pair of headers 51, 52 disposed opposite to each other, into and out of which the heat medium flows, and a plurality of tubes 53 disposed side by side between the pair of the headers 51, 52 so as to allow the heat medium to circulate between the pair of the headers 51, 52; a heating module 60 disposed between the plurality of tubes 53 so as to exchange heat with the heat medium; a first casing 20 in which the heat exchanging part 50 is disposed; and a second casing 30 in which the heating module 60 is disposed, and which abuts on the first casing 20 so as to set the relative position between the plurality of tubes 53 and the heating module 60.
