PROBLEM TO BE SOLVED: To provide a scattering prevention sheet installed by integral lamination on a translucent substrate of an EL element that prevents scattering of substrate pieces when breakage occurs in this translucent substrate and that contributes to improvement of light-utilization efficiency of the EL element and light-utilization efficiency (light-emission efficiency) of the device equipped with the EL element, to provide the EL element using the same, and to provide an EL light-emitting device such as a lighting device, a monitor device, and a display device in which this EL element is equipped as a light-emitting source. SOLUTION: Surface 7c side of the scattering prevention sheet 7 that is installed by integral lamination on the translucent substrate 6 of the EL element A in order to prevent substrate pieces from scattering when the breakage occurs in this translucent substrate 6 is formed by equipping a plurality of recessed parts 11 and protruded parts 12 geometrically aligned so that the light H transmitted from the translucent substrate 6 side is emitted from the surface 7c to outside.
