PROBLEM TO BE SOLVED: To provide a communication system which can excellently communicate information signals.

SOLUTION: Each of slave devices includes a plurality of queues for temporarily storing input information signals and an information quantity declaration means for transmitting a control packet in which a plurality of information indicating an information quantity concerned with information signals stored in each queue can be stored to a master device through a transmission line to declare the information quantity according to an instruction from the master device. The master device includes: a transmission waiting time determination means for determining transmission waiting time to give transmission permission within a fixed time; a permission means for permitting the transmission of information signals in each slave device according to the information quantity declared from each slave device on the basis of the transmission capacity of the transmission line; and a signal transmission instruction means for instructing the transmission of an information signal to each slave device according to the transmission permission in the permission means and the transmission waiting time.
