<P>PROBLEM TO BE SOLVED: To easily perform a change workpiece of a display medium such as an advertisement by lifting and lowering the display medium installed on an electric pole such as the advertizement, and an outside light together. <P>SOLUTION: A medium holding part 32 winding and holding the display medium 31 with provided information drawn thereon, in the form of a roll, is held on a base part 102 attached to the electric pole 11. The display medium 31 pulled from the medium holding part 32 is held on a lifting and lowering body 104 with the outside light 103, and a handle 51 is inserted in a receiving part to be rotated. Then, rotating motion generated in the receiving part is converted into lifting and lowering motion of the lifting and lowering body 104 and transmitted to lift the lifting and lowering body 104.
