PROBLEM TO BE SOLVED: To provide an insulating layer with an inexpensive and reliable conductive region, to provide electronic components, and to provide methods of manufacturing the insulating layer and the electronic components. SOLUTION: The insulating layer 10 with the conductive regions includes: the conductive region 40 for electrically connecting both main sides; and an insulating region 41 for electrically insulating both main sides. The conductive region 40 is formed by bringing conductive particles 3 contained in the insulating resin 2 into contact with each other or fusing the conductive particles 3.
