PROBLEM TO BE SOLVED: To provide a cleaner cartridge that achieves desirable maintenance of an inkjet head by preventing dripping of wet liquid applied to a nozzle surface during maintenance of the nozzle surface, and a cleaning device and an image forming apparatus. SOLUTION: The cleaner cartridge 100 includes: a wiping web 110 wiping away the wet liquid adhering to the nozzle surface 30; a pressing roller 118 pressing the wiping web 110 to come into contact with the nozzle surface 30; a waste liquid receiver 200 receiving the liquid collected from the wiping web 110; and a waste liquid channel 202 allowing the liquid brought together on the waste liquid receiver 200 to flow to a collecting side roll 204. The liquid that drips by passing along the pressing roller 118 from the wiping web 110 is brought together on the waste liquid receiver 200, and fed to the collecting side roll 204 round which the used wiping web is wound through the waste liquid channel 202 going toward an obliquely lower side from the waste liquid receiver 200.
