PROBLEM TO BE SOLVED: To change a content of provided information of a display medium at any time without investing immense capital into social infrastructure maintenance by lifting and lowering the display medium installed on an electric pole such as an advertisement and an outside light together, and easily carrying out an exchange workpiece of the display medium. SOLUTION: The display medium 31 having a plurality of provided information regions arranged thereon is wound and held in the form of a roll and held by a medium holding part 32 in which the pulled display medium 31 is rewound. The medium holding part is held on a base part 102 attached to the electric pole 11. The display medium 31 pulled from the medium holding part 32 is held on a lifting and lowering body 104 with the outside light 103. The lifting and lowering body 104 is lifted. In response to an instruction from a host computer an actuator is driven, for making the provided information region appear according to the instruction by winding and rewinding the display medium 31 held on the lifting and lowering body 104.
