PROBLEM TO BE SOLVED: To provide a cooler of high performance and high defrosting efficiency with respect to a heat exchanger used in a refrigeration and air conditioning device. SOLUTION: In this completely-independent fin tube type heat exchanger which is composed of a number of plate fins 3 arranged in parallel with each other to allow the airflow to flow therebetween, and refrigerant tubes 2 inserted into the plate fins 3 roughly at a right angle to allow a fluid to flow therein, and in which the refrigerant tubes 2 are arranged zigzag to the airflow and the plate fins 3 are divided by each row to the refrigerant tubes 2, a plurality of cut-raised pieces 3h surrounding the penetrating sections of the refrigerant tubes 2 are disposed on the plate fins 3, and further fin edges 3d intersecting with the airflow at a right angle, of the plate fins 3 have approximately a waveform shape.
