Disclosed are an image processing device and an image processing method capable of recognizing sets of multi-view images constituting stereoscopic images even when encoded data generated by multiplexing and encoding the multi-view images constituting the stereoscopic images is decoded from a predetermined point by a decoder. An encoding system performs encoding such that the picture of a random access point is defined as the picture of an L image in an LR pair, and the picture of the R image is defined as the picture subsequent to that of the random access point in the encoding order. The present invention can be incorporated to, for example, devices that encode stereoscopic images.
