PROBLEM TO BE SOLVED: To provide an apparatus, a method and the like capable of accelerating a processing speed or preventing an apparatus scale from being enlarged by eliminating extension decoding processing which is not required for extension-decoding a moving image at a user's desired point of view.

SOLUTION: The present invention relates to an extension-decoding apparatus including: an instruction input means which receives an instruction for a frame to be outputted; a determination means which reads motion prediction information from moving image data and determines the frame used for motion prediction in the compression-encoding of the frame to be outputted; and an extension-decoding means for performing extension decoding only on the frame determined by the determination means and the frame to be outputted.
