PROBLEM TO BE SOLVED: To estimate interference power with high accuracy in random access transmission of a radio communication system. SOLUTION: An interference power estimation part 104 uses a sample signal of the outside X'(n) of a search window which is not yet detected by a user and a sample signal extracted from the inside of the search window X(n) which is not yet detected by the user to estimate the interference powerσ<SP>2</SP>based on user detection information to be notified from a user detection part 105 outside the search window and a user detection part 106 in the search window. Then, procedures of interruption power estimation processing from user detection processing in the user detection part 105 outside the search window and the user detection part 106 in the search window to estimation processing of the interference powerσ<SP>2</SP>in the interference power estimation part 104 are repeated for predetermined arbitrary frequencies.
