PROBLEM TO BE SOLVED: To provide a method of manufacturing a lead member capable of easily manufacturing the lead member having an excellent durability against hydrofluoric acid with its surface treated without chromium by suitably applying treatment liquid to a metal foil. SOLUTION: The method of manufacturing the lead wire (lead member) 1 includes the steps of forming a composite coating layer 5 by applying a treatment liquid containing resin component including polyacrylic acid and polyacrylamide and a metal salt to a surface of a lead wire metal 2 by spraying, and adhering an insulator 6 to both sides of the lead wire metal 2.
