PROBLEM TO BE SOLVED: To accurately detect the location and size of a tracking object. SOLUTION: An image capturing system provided to an intersection includes: an overall view imaging unit which images a pedestrian moving in the intersection; a tracking object specifying unit which specifies the pedestrian as a tracking object from the imaging data of the overall view imaging unit based on predetermined conditions; a plurality of specific object imaging units which have image sensors with higher pixel density than the pixel density of the image sensors of the overall view imaging unit and image the tracking object while tracking; and a risk state decision unit which determines whether the tracking object be in high risk state having high risk of accident or not based on the imaging data of the specific object imaging units.
