PROBLEM TO BE SOLVED: To provide a foamed wallpaper having excellent surface strength, pollution resistance and weather resistance. SOLUTION: The foamed wallpaper is formed by successively forming a foamed resin layer and a surface protecting layer on a paper substrate, wherein: (1) the foamed resin layer comprises at least a resin component selected from a group consisting of an ethylene homopolymer resin and an ethylene copolymer resin, and is crosslinked by an electron-beam irradiation; (2) the surface protecting layer comprises an electron-beam curable resin and silica; and (3) the electron-beam curable resin comprises a urethane acrylate prepolymer and an acrylate monomer, and is crosslinked by the electron-beam irradiation.
