PROBLEM TO BE SOLVED: To provide a noncombustible heat-insulating panel with high rigidity, increasing strength in a thickness direction, and also to provide a method for manufacturing the noncombustible heat-insulating panel. SOLUTION: A strip-shaped raw fabric 1 of rock wool, which has the elongation direction of a fiber 1a elongated in a longitudinal direction, is cut along a cutting line 2 orthogonal to the elongation direction of the fiber 1a, so that a plurality of core material blocks 10 are obtained. The predetermined number of core material blocks 10 are laterally turned by an angle of 90°, so that the elongation direction of the fiber 1a is changed into a vertical direction, and the core material blocks 10 are juxtaposed and integrated together by means of a connecting member 20, so that a core material unit 11 is obtained. A steel plate 30 is fixed on each of the front and back sides of the core material unit 11, so that the noncombustible heat-insulating panel 40 with the core material unit 11 having the elongation direction of the fiber 1a directed along the thickness direction is obtained.
