PROBLEM TO BE SOLVED: To provide an image forming apparatus preventing occurrence of rippling discharge unevenness. SOLUTION: The image forming apparatus 100 includes: an intermediate transfer belt B; and three images carriers (31Y, 31M, and 31C) disposed along the movement direction of the intermediate transfer belt B to respectively carry toner images in three colors. The image forming apparatus 100 includes a transparent color toner layer formation means T1 which is disposed on the movement direction downstream side of the intermediate transfer belt B beyond two image carriers among the three image carriers and forms a transparent color toner layer on the colored toner layers of two colors formed on the intermediate transfer belt B.
