PURPOSE: A method or service for restricting an SMS of a portable phone while driving a vehicle is provided to restrict the user of a text message during driving by loading a program to the portable phone. CONSTITUTION: A portable phone calculates movement speed thereof based on base station information or satellite receiver information. If the movement speed is over waling speed and a driver uses an SMS message, an alarm message or voice announcement is informed to the driver. If the SMS message usage approval of the driver is requested, the portable phone displays a driver/passenger setting screen.
