PURPOSE: A paper packing material and a manufacturing method thereof are provided to easily support heavy products by securing the excellent strength through spreading a coating layer on base paper. CONSTITUTION: A manufacturing method of a paper packing material comprises the following steps: preparing base paper(a); processing the base paper into a desired shape(b); spraying a coating agent formed with a copolymer containing 45~55wt% of methyl methacrylate and 45~55wt% of butyl acrylate, water, and an emulsifier to the surface of the base paper, for forming a coating layer(c); forming an adhesive layer on the coating layer by spreading an adhesive formed with 9.3wt% of Na2O, 29.2wt% of SiO2, 61.48wt% of water, 0.01wt% of water-insoluble substance, and 0.01wt% of Fe2O3(d); and attaching another piece of base paper to the adhesive layer.
