PURPOSE: An apparatus and method for protecting network resources are provided to protect network resources from unauthorized access. CONSTITUTION: A global server maintains root certificates of a first encryption code based infrastructure. In addition, the global server maintains the root certificates of a second encryption code based infrastructure associated with an organization. The global server issues an initial mediation CA certificate within the second encryption code based infrastructure to each authenticator within a network. The authenticator issues a client certificate within the second encryption code based infrastructure to a new client computing device. The authenticator issues the mediation CA certificate to the given authenticator.
