PURPOSE: A communication system and communication control method of a base station and a base station are provided to reduce inter-cell interference by reducing waste of time-frequency source. CONSTITUTION: A receiving unit(220) receives information about terminals in a cell area of a neighboring base station from a neighboring base station. A control unit(230) selects terminals in a cell edge area of the base station among terminal in a cell area of a base station(200). The control unit determines one part of the time-frequency source for assigning about selected terminals among time-frequency resources which the base station can use.
