PURPOSE: An optimized base station selecting system for home zone is provided to select the home zone by optimizing a home zone showing a specific location area of a mobile communication subscriber. CONSTITUTION: A home zone finder server(200) extracts an operating cell based on a first and second base station information. The home zone finder server generates an area comprising a zone area of the extracted operating cells to at least one home zone. A positioning server(400) obtains position information corresponding to the base station positioned in the terminal(500). A location-based service management server(300) provides the measurement information to the home zone finder server.
