PURPOSE: A fermenting apparatus and a method for manufacturing fertilizer using the same are provided to use fermented livestock excretions and sewage sludge as fertilizer. CONSTITUTION: A fermenting apparatus comprises: a hopper(10) into which fermented manure raw material consisting of livestock excretions and sewage sludge is poured; a hot wind injection device(20) which is composed in order to blow hot wind into a fermenting device; a stirrer(30) mixing the fermented manure raw material and soil microbes; a discharge device(40) which is equipped in the bottom of the stirrer in order to discharge the fermented manure raw material; and a exhaust pipe(50).
