PURPOSE: A device for manufacturing a PCB plate and a method of the same, capable of reducing the number of a PCB are provided to improve convenience of manufacturing of a wiring in a single layer or a multi-layer by manufacturing the PCB having a wiring therein. CONSTITUTION: In a device for manufacturing a PCB plate and a method of the same, a substrate is formed in a polymer. The substrate is pressed by an adhesion member. The PCB substrate has a wire having a certain pattern. A template frame(100) holds the substrate. A PCB router(200) sets a wire to be formed in the substrate. The PCB router controls driving in multi axial direction, operation speed, and the distance from the substrate.
