PROBLEM TO BE SOLVED: To provide an apparatus for efficiently producing emulsion in a short time. SOLUTION: Five rotary brushes 79 having many wires are arranged in series in an axial direction of a rotary shaft 75 and these rotary brushes 79 are housed in a container 9. Heavy oil A and water fed into the container 9 are agitated and mixed by a rotary brush 79a in a cup 81a of a lowest stage. Since the rotary brush 79a has many wires and rotates at high speed, the heavy oil A and water are agitated and mixed so as to be successively cut. The heavy oil A and water agitated and mixed in the cup 81a are sent from a hole 87a to a rotary brush 79b of a direct upper stage and further are agitated and mixed by the rotary brush 79b in a cup 81b and then are similarly agitated and mixed by rotary brushes 79c, 79d and 79e.
