PROBLEM TO BE SOLVED: To improve the security of VPN communication. SOLUTION: A VPN management server 11 transmits a seed to each of a client computer 1 and a VPN server 13. The client computer 1 generates a VPN password based on the seed using a specified algorithm, and transmits the generated VPN password to the VPN server 13. The VPN server 13 also generates a password based on the seed using the same algorithm as that of the client computer 1. If the VPN password transmitted from the client computer 1 matches with the VPN password generated by the VPN server 13, authentication is successful and the VPN is permitted to be used.
