PROBLEM TO BE SOLVED: To provide a method and a device of generating bubbles, capable of more efficiently making bubbles present in a liquid finer. SOLUTION: The method of generating bubbles includes mixing fine bubbles into a feed liquid using bubble mixing mechanisms (14, 15, 17a, 18a), supplying a liquid storage tank 11 with the bubble-containing liquid prepared by the bubble mixing mechanisms, returning the bubble-containing liquid stored in the liquid storage tank 11 as the feed liquid to the bubble mixing mechanisms to circulate the bubble-containing liquid between the bubble-mixing mechanisms and the liquid storage tank 11, and pressurizing the bubble-containing liquid present in the liquid storage tank 11 subsequently to finishing the circulation of the bubble-containing liquid.
