PROBLEM TO BE SOLVED: To provide a flow control valve in which leakage of fluid from a valve element is prevented. SOLUTION: A room-outside expansion valve (15) includes a second movable valve element (42) formed with a groove (45) for an expansion valve, wherein a refrigerant flows. The groove (45) for an expansion valve passes through the second movable valve element (42) in the axial direction and includes: a second fixed valve element (41) and a third fixed valve element (48) opposite to each other with a predetermined gap between both end surfaces of the second movable valve element (42) in the axial direction thereof; and a first seal member (46a) and a second seal member (46b) arranged in the periphery of the groove (45) for an expansion valve, being air-tightly fitted to each of the fixed valve elements (41, 48) so as to seal the gap. The second fixed valve element (41) is formed with connection ports (A, B), and on the other hand, the first seal member (46a) has a closing part (49) formed in a size capable of closing the connection port (B) in response to the rotation of the second movable valve element (42).
