PROBLEM TO BE SOLVED: To provide a negotiable value-processing system and a negotiable value processor for making possible the movement of negotiable values between individual accounts or the like, clarifying rental relation and reliably returning lent negotiable values. SOLUTION: The negotiable value-processing system includes: a first storage means for storing at least the negotiable values obtained in a game by a player as the negotiable values of the player; a second storage means for storing the negotiable values moved from the negotiable values stored by the first storage means on the basis of predetermined information as the negotiable values that other players can utilize; and a return means for moving and returning return negotiable values to be returned corresponding to the negotiable values moved from the first storage means to the second storage means, from the negotiable values that the other players can utilize and that are stored in the second storage means as the negotiable values of the player of a movement origin stored in the first storage means on the basis of a predetermined condition.
